Play clock issues

Why hasn't anyone noticed, especially after this weekend, that we come out of a timeout, the referee signals the play clock to start but the umpire is standing over the ball waiting on the defense to come back on the field. This resulted in us having to take a time out, and a delay of game penalty due to the fact that the umpire wouldn't let us line up on the ball and run a play because the defense was not ready. This is just another indication of poor game management by the coaching staff and not knowing that this is even happening.
