UGA does allow tailgating on campus, you just have to drive around to find the right spot.
The high school that rumtumtiger is talking about is Clarke Central High School on Baxter St. About $15-$20 parking and not too far of a walk to the stadium.
There are tons of bars downtown to hang out before and after the game. Bourbon St. bar is definitely full of very young undergrads, but there are many other options.

I belong to the LSU Atlanta Alumni group and the tailgate party for the UGA game is located near the intersection of Broad and Thomas streets. The alumni group from Baton Rouge will be joining us and as of a few days ago very few parking spots were left.
