When & how are stars assigned

Notice there are many pretty good players not assigned a star ranking yet on both rivals and scouts. Does anyone know who, how and when these players will be assigned a star rating?

Lots of kids get evaluated over the summer at camps while they're out of school.

Pretty sure the NCAA no longer allows players/recruits to be tested in things like the 40, shuttle, verticle at camps. Does this mean coaches and scouts will have to rely more on how a player performs on the field? And are these rankings done by committee or by a scout.com or rival.com scout?

Not sure if college camps are included, but the NCAA changed the rule a couple of year ago and tey don't test the players anymore. Guess the NCAA thought camps were being used more for recruiting than teaching.

they may have set those rules, but i can assure you this is where they evaluate the kids..and yes most camps are strictly "recruiting camps"..they just cant say it..immediatly within the first practice they seperate recruits from regular campers

Unless this is a new rule starting this year, you're mistaken. I know they have the Elite 11 camp, Scout has all sorts of combines across the country that laser time 40s, shuttles etc...Hell Nike has camps and I can't think of the name off the top of my head, but Christine Michael was a worldbeater after his camp performance in Florida last year.

Scout has 2 different things. One is called a combine where they can and do test players in things like the 40. The other is called a training CAMP where they do not test the players. It's more about teaching specific position drills and doing things like one on one competitions.
