The Advocate had a different take:
Several businesses and organizations, including the LSU campus, the Mall of Louisiana and L’Auberge Casino have already been annexed into Baton Rouge so as not to be included in the new city of St. George.
I'm not trying to poke, I'm genuinely interested in the answer to this question.

These sought annexation (at MOPs urging) in the three years between the "failure" of the first vote and the filing of the new incorporation petition. Any annexation since the filing of the petition (and the setting of the boundaries of the proposed city) are, by law, null.

I've read that any annexations that occurred after November 2019 are null and void. This will likely have to be litigated.
