Birmingham is what everyone calls the metro area, but Mountain Brook, Vestavia, and Hoover all have their own mayors, councils, school systems, and local taxes.

It just depends on population.
We still don’t call New Orleans/Kenner/Gretna/Westwego/Covington/Mandeville/Slidell. Metairie could be thrown in there but it is not incorporated.
I would say in order to have a major minor city name you would need a significant population base of the population of the major city population.
I have seen it posted here that the new City of St. George would be in the top 5 cities in population size in the state of Louisiana. That would put it between the size of Lafayette and Lake Charles. The city of Baton Rouge’s population is about 221k residents. The entire population of East Baton Rouge is over 450k.
