I wonder how lacking the facilities were...$17MM is not a lot of money for a school. I've worked on master planned community rec centers that had a bigger budget.

Are you under the impression that it’s the building’s fault?
You could fill that thing up with 100 home-schooled kids whose parents give a crap and it would be a top 10 school on Day 1.
