Maybe it varies by state but I was taught that this is the proper way in drivers ed. If people didn't do this in intersections that lack an arrow, it would make left-hand turns difficult or impossible during high traffic.

OK what about this one. Coming north up Wisner, turn left on Fillmore towards the golf course. You immediately hit a red light, as in the previous example, but there is not a thick white line on the ground - I checked. In the inerrant opinion of the OT, this would be all right to treat like a stop sign?
