Great question… depends on what airspace this happened.
The CAA could penalize United. If the CAA/Canadian law enforcement wanted to arrest the crew, they could. I don’t think the FAA has any recourse against either of it didn’t happen in FAA airspace.
I could be totally wrong but in Asia, specifically China, the airline accrues violation points which determine the amount of “slots” airline gets in mainland.
I have never heard of the FAA holding crews accountable for actions in foreign countries.
