This is true. Today’s velocity is measured soon after the ball is released where prior to the 2000s, velocity was measured before home plate. Check out the documentary “Fastball”. It does a good job of breaking it down. Nolan Ryan would have been around 105 - 107 when he was throwing his hardest in the mid to late 1970s.
