This came up a few weeks ago, so I looked up the statute. You can't have out-of-state universities on Alabama license plates.

Code of Ala. § 32-6-67

*** Current through 2008 First Special Session, including No. 08-277 ***

TITLE 32 Motor Vehicles and Traffic
CHAPTER 6 Licenses and Registration
Article 2 License Tags and Plates
Division 1 General Provisions
Subdivision 2 Licensing, Registration, and Taxation on Staggered Basis

Code of Ala. § 32-6-67 (2008)

§ 32-6-67. Committee; implementation and administration of provisions.

(d) The committee shall not consider for approval applications from the following types of organizations:

(1) Out-of-state colleges and universities.

(2) Private businesses, business organizations, or commercial entities of any type.

(3) Public schools K-12, junior colleges, and technical schools, exclusive of the Helping Schools Tag as established in Sections 32-6-300 and 32-6-301.

(4) Groups within high schools, junior colleges, universities, and technical schools, such as band boosters, athletic boosters, and the like.

(5) Unions.

(6) Political organizations.

(7) Religious organizations.

(8) Groups that promote racial or social disharmony.

(9) Public officials.

HISTORY: Acts 1979, No. 79-797; Acts 1997, No. 97-633; Acts 2000, No. 00-484; Acts 2005, 1st Sp. Sess., No. 05-308.

After rereading your response is looks like the state does not want money going out of state to other universities. What if the tax money went to the Alabama education fund which is needing money?
