Well sure, but my point is that any major international city has pockets of crime that tourists should avoid. I took your comment to mean that NO is unique in that way.

nope, just pointing out that if you have to be confined to certain areas, is it really safe?

New Orleans is more of a case of small pockets of tourism surrounded by crime.

Even then, bourbon street isn't exactly safe, is it?
