He is going to send active duty US Military into an active war zone to build a port for a bunch of people that will only disassemble it to make rudimentary weapons to use on their neighbors?

Nah, Hamas would keep it, use it as an avenue to import weapons more easily AND streamline aid to one location so they can distribute it as they see fit...
Tragically we have played this game numerous times before and the aid never ends up with the people it was intended to help...
