Ok, so what do you do with the school district when the same happens?
If there are 25 kids in the class and 2 fail I think that's reasonable. If 7 fail then that's obviously an issue.
We should have a requirement percentage based. I don't know the exact demographics and pass fail rates to set a baseline but the principle idea is sound.
