About the only other location I think could work out great would be to replace the mahalia jackson theater with a new arena (or the municipal auditorium although that building footprint has less space to spread out)
There is a surprising amount of surface parking, Congo square would be a great pre game area for events, and you walk right out in to the quarter.
In no event would I support a billion boondoggle to redevelop that site with an arena/concert venue, but in theory it could work out great.
