Building millions of homes pissing distance apart with little open soil to absorb water. Concrete absorbs zero water and with flat to almost flat elevation any suburban community in America could fall victim to this. It’s not a global warming issue just a piss poor planning issue by the people that allow it to happen. If you live in a subdivision that is near flat in surrounding elevation you need to have flood insurance regardless of actual elevation to sea level.
