Depends on a few things:
1. How much are you willing to spend
2. How much do you care about graphics looking good
3. How quickly do you want the games to run
Here's a decent comparison from IGN
Steam Deck vs. Gaming Laptop
My opinion: Based off the games you listed, I'd go laptop if you're not going full PC tower. I definitely get the allure of the Steam Deck. My brother had one and it looks awesome, I just don't really need to take my games anywhere.

1. I don't want to spend too much money, but I'm willing to go to around $1,500 (though I am much more comfortable with 1,000).
2. I want the graphics to look good, but this is not as big of a concern for me.
3. I am not really sure what this means, but I would prefer the game to run smoothly (few bugs or glitches).
I do not plan on playing online and I mostly play for story and fun. I would prefer to have something I can carry with me, which is why I am looking at laptops or Steam Deck.
What should I be looking at to determine a nice balance between performance and budget?
