I don’t think Tucker means taking up arms, Because the cartels will cut their heads off to torture their families.
I think he means protesting at every level.

If he means protesting he could have called on all the people of Texas, or all the people of the United States. He didn’t he called out the men of Texas which means he’s implying that they aren’t being men because they haven’t been violent
