I’m a combat veteran, and disabled (don’t do the placard or even talk about it). And I will say that you aren’t wrong, and it is a bane to all who served honorably.
Waaay too many folks gather checks for doing squat, but that’s the nature of it, you can’t ask because it is sacred. I’ll say though, the ones who shout about it the most were probably not ever in danger and are just shitbags.
Sorry if that’s offensive, but had to share my thoughts.

The best way to look at it is that it's part of the compensation package similar to the GI bill.
As a combat vet myself I'm not completely on board with that hypothesis either but it does have some merit.
