Take all of the money currently being spent on homeless programs and build a city in the desert away from everybody to house the homeless. Make everything free and legal, drugs, alcohol, etc so that they will stay. Provide daily food and other necessities. Bums are happy with free booze and drugs. Cities are happy to have them off the streets. Win-Win.

Sounds similar to my buddies idea for gay people. Ship them all to an island and let them go wild but no coming to the mainland!
