teams can hire third party scouting services. michigan seems to have tip-toed over the line, mainly by being sloppy, but they didn't do anything egregious. sharing information with other teams isn't against ncaa rules, but it is against big 10 rules.

this looks like a scheme to get the general public to believe that what michigan did is outrageous because people don't understand all that goes on with scouting and stealing signals.

pure sophistry for the masses is what's going on here.
