Hate litter bugs. The following does NOT excuse that behavior, as I'm sure they would still do it.... But.
There needs to be a bigger push for more open to the public landfills. I live in a poor parish and there is not one. My parents live in a parish that has one, but they also perform an inquisition (kinda kidding) about what you are bringing in. So, as someone who has to make plans to drive large items another parish over (and have my dad come with to show his proof of residence) or pay money to drop it off closer, I can see how some people just chunk their crap in the ditch. We've made disposing of those items a huge PIA. I think you'd see at least a noticeable drop in litter if fines were actually enforced AND their was a more convinient way to legally dispose of large items.
