It did I'm pretty sure. I know work stopped because they kept getting ground water higher than the water table. Sounded like they encountered a natural spring and had no idea what to do about it.

Rumor is that when the drainage was installed in the 50s, it was installed backwards. I don't know what that means or entails, but apparently it's a big issue to fix, but wasn't a big issue for 70 years while the city went from a one horse town to what it is now.
