OP is displaying an incredible lack of economic understanding conflating economic quotes and theories in a childish, 1 dimensional way that showcases how little they fundamentally comprehend.
What OP is missing, and what any of these economists would tell you, is that in this situation you have a country already providing unfair advantages to these sectors distorting the natural economic factors that would determine efficient allocation of resources, price and production.
These responsive tariffs would work to restore those factors closer to a naturally balanced free market economy, yes possibly increasing costs and costing direct or indirect shifts in job mix…
Every economist listed or quoted would agree that a tariff response is an acceptable economic response to said situation. Ironically one of them quoted actually helped the US to design just such a tariff.
