Sounds like just the behavior plan thing needs to change.

NCLB started all this. Districts get funding based on attendance and number of kids in the building. So kids that previously would be expelled or suspended are now in In School Suspension (Still riding the bus and around other kids before and after school) or alternative school settings where they just sit on a computer all day for 45 days then end up back at the school.

Just like in society, if kids are problems every year, multiple times a year, at some point the school should be able to remove the child for the betterment of the rest of the school. But as the system stands, those kids get all the attention of admin and disrupt classes that it is a huge net negatives on learning.
