Other than calling his department to obtain a contact number for him and calling him to inquire about why his vehicle is parked here, all of which he could refuse to answer, you are limited in options to solve your curiosity.
Technically, the responding Officer could issue a parking citation for the vehicle being parked on private property without approval or have the property owner tow the vehicle (at the property owners expense), but those options don’t really seem worth the time or effort.
People do weird things everyday. Absent more information, we may never know why this car is parked in Baton Rouge.
Maybe he should write a polite note explaining how intensely curious he is of the situation, and to give him some kind of closure. It doesn't have to be a lot, nothing incriminating, but just some kind of explanation to satisfy him. Tell him that a lot of other anonymous people have also been brought into the fold, and are equally eager to come to a resolution. Not trying to get him in trouble, or disrupt his life, but he owes it to him for creating such a scenario.
