90% are in SeaCans transported out of port by rail. They’ll just build SeaCan terminals out of state and go from there. Same with Bulk chemicals / liquids. Specialty Haul and Reefer requirements will likely remain exempt via permit.

It’s why you are seeing JB Hunt, Schneider, Prime, Swift, and others quickly expand their intermodal segments.
