Your question was about constitutionally but how to fund the federal government

Runaway spending notwithstanding, there has to be a means for funding the federal government.

A consumption tax that replaces embedded corporate income taxes which are stacked up along the distribution chain and ultimately paid for by the retail consumer on new goods is shared across ALL consumers within the confines of the United States, citizen or illegal, just happens to be the smartest way to go about it.

Those embedded corporate income taxes currently comprise about 21-23% of what you pay at the cash register right now.

Let's say the retail price of a can of soup is $2. You pay for that can of soup from your sickeningly-named "take home pay".

Approximately $0.40 of that soup is embedded corporate income taxes which are collected at the point of sale. Under the National Retail Sales Tax, you would still pay the same $2 at the register - only you'd be doing it with your entire paycheck. No withholding for FICA, etc. So would the illegal behind you in line.
