Term limits for House and Senate (probably 3 terms in house and 2 in Senate) AND a "total time in elected positions" clause... probably 16 years. So no jumping between offices for 28 years to circumvent that term limit rule.

I'd be ok with that. I would also be fine with a total of 25 years between both House vs what we have now. Anything less than the latter will never see the light of day. At least, we would not have some of these guys hanging around until they die in their 80s and 90s.
