Would only be peripherally within the purview of the EPA...it would be the DOE and the regional power authorities who would be the driving regulatory body...and they have paid lip service to it for at least 40 years if not longer. Rate payers and voters have been reluctant to spend the money...and someone has to pay the bill. It certainly ought to be done...its going to take a lot of bi-partisan effort and that is in short supply.
