They are absolutely getting the money, any shady business operator caught skimming would lose their business license, get sued, go bankrupt, and be criminally charged with fraud, theft, tax evasion, etc. It's not worth it for a restaurant owner or manager to skim tips. Not to mention the risk of being caught outside after closing up by some of your disgruntled employees you got caught ripping off.

To the person who mentioned festival workers.... like an ice cream or beer booth setup at the Magnolia Fest etc, this is the one area where the electronic tips don't necessarily go to the employee. In those types of setups, the person handing you the hot dog or Miller Light is usually a contractor and not an employee of the actual vendor, so if your tips aren't cash, there is a chance that a shady vendor could just keep the electronic tips.
