LBJ toke the need for fathers out of the equation with the welfare bill he signed in the 1960's paying poor moms for every child they had. Fathers were no longer needed to feed, shelter and cloth their families. Uncle Sam, Tax Payers, picked up the tab. Poor Minority Women only needed men for 1 thing sperm donors. So kids became free money raised in the streets with no dads. Family, education and raising good kids became secondary. What you see in the ghettos/projects/trailer parks etc and the trash it now produces actually began back in the 1960's as the war on poverty.
