It really is starting to surprise me at how arrogant Sidious was during the rise of the empire. You'd think he would start his cloning process, or have already had someone outside of Kamino mastering the process.
He obviously didn't because he believed nobody would ever be powerful enough to defeat/kill him.
It also surprises me that he didn't just let Anakin die on Mustafar, and just reclone him to have him all put together. But maybe he saw that coming and knew he could control Vader after the injuries.

Im pretty sure perfectly cloning a Force Sensitive being is what Nala Se is referring to when she says that the Emperor asks for something impossible.
