That's only 7 or 8 out of 44 events on DP world tour. There is no "ban" for all of their events.
"conflicting tournaments" would only be the weekend that a player chooses to play in LIV event vs DP World Tour event (i.e. Ancer playing in Portland this weekend vs Irish Open). LIV players will have no problem paying the DP Tour fines.

But also, you didn't answer the question. I assume PGA Tour would still ban Ancer/other LIV players even if they finish in top 10 of DP World Tour rankings.

On the other side of this, 3 players from LIV London are playing in the Irish Open this weekend & not LIV Portland. They are not banned.
