I think the only way to clean up crime is if there was some type of group that worked outside the law, that had a lot of money backing them so they are able to buy high quality protective gear, weapons. Have a phase one where they do their own investigating. They would ride around and stake out areas looking for people who are stealing cars, robbing people, etc.
