Conference Championships

Is in not true that to have a conference championship game, a conference has to have 12 teams? At the moment both the Big 10 and the Big 12 have 11 teams, so neither could have a championship. Even if Nebraska goes to the Big 10, would the Big 12 not be allowed to have a conference championship?

Big 12 has 10 and Big 10 has 12.
