I disagree

I don't want balance with people/states (sometimes violently) opposed to my way of life. I don't see any utility or value in it, and I certainly don't think America has functioned well since the polarization rate reached high speed

At some point we have to realize that the US is already balkanized. The divisions in the US are deeper than I've ever seen in my lifetime and are rapidly shifting to antebellum USA/CSA.

The republic is in ruins because of socio-political differences and I'm not really interested in finding "common ground" with baby killers and child groomers.

Is he referring to a 15 week abortion allowance at the same time?

If this has any chance at passing congress I think you'd have to set a min and max and let states determine the middle ground. Like allow abortions up to 10, none after 20.
