That baw be pissed cuz Trump and his baws are making the Katrina debacle/disaster even more obvious. So far the Harvey storm has caused maybe a dozen deaths compared to thousands with Katrina.
During Katrina most of the folks hung around until the sea walls/levees were breached and the pumps failed. That caused a true catastrophe. Before Harvey hit land hundreds of thousands were smart enough to listen to Governor Abbott and left the area, many of the others that stayed had boats and large trucks to help evacuate the folks who did not leave. Texas has the right to stand tall and proud having handled this disaster as well as they have to this point.

Like I said, he's all bluster. He yelled and cussed and acted like a full grown baby. Then he made phone calls promising us new tank engines within 48 hours.
48 hours later, my company of 14 tanks had 2 rebuilt turbine engines. Failed to deliver and never came back to my battalion. And for people doubting me, this was 1/12 CAV and back in 1997, maybe 1998.

He has going off since the storm started. Everything from the Mayor to the Feds. I think he thought he was going to get a job out of all of this and other than interviews, no one seems to be interested in hiring him. I can't say I blame anyone from what I have seen. I don't know anything about the guy, he might be a great leader. But that just isn't the impression I have gotten from him.

While I don't agree with the entire statement, I do agree that the Mayor of Houston dropped the ball. He should have had voluntary evacuations of certain neighborhoods and areas around bayous to shelters.
I don't live in Houston, but I was able to see him pat himself on the back on TV and it pissed me off. Dude delayed response teams by not urging people to seek higher grounds. Too many people needed rescue. I hope Houston votes the guy out.

The guy referenced in the OP literally led the Federal response (uniformed, anyway) in New Orleans. That is a reason why he would defend it. However, I must say, his presence in New Orleans does contradict what you're saying to a degree.
The Coast Guard is "federal" - FEMA is "federal" - Honore et al were "federal" - they were all at the Dome - certainly the Coast Guard before the storm and well after. I personally interacted with some FEMA folks either Wednesday or Thursday after the storm. The FBI HRT and federal troops were on the ground by Wednesday night/Thursday morning.
So - there's all of that ...

Katrina killed 1,245 people and that was a hurricane that had about 5-10 inches of rainfall and Harvey had 50 inches.
