I've worked cases where the Federal Grand Jury didn't indict.
I had an arrest wher the defendant had a Kilo of Cocaine and a gun under the seat and they refused to indict because it was a rental car. "It could have been left there by somebody else".
I don't believe these statistics.

Iffy on this as well . If you can determine that the Russian lawyer actually gave the Trump team any information, then you might have a case, but then you would probably have to go and indict just about every politician in DC that gets unsolicited dirt.
