Why is it ok for the Democratic led Senate to not produce a budget as required by the Constitution?
The last time the Senate passed a budget was on April 29, 2009. Which is in turn the cause of all these Government shutdown debates every 3 months or so.
President Obama proposed a FY2012 budget last year, and the Senate voted it down 97–0. Why is the Senate being so deliberately obtuse?

The original argument is that doing something he doesn't have to do RE: cancelling the games of the service academies. I pointed out that it's a political maneuver, and yes, you shouldn't be shocked when a politician engages in politics. Similarly, the House is using a political maneuver to get what they want. Both parties are culpable.
There was no discussion of the House's legal authority to do what they're doing. Your "point" is in need of an argument to the contrary.
As for the furloughed workers, they typically DO NOT get interest on their back pay, and even though they will receive their pay eventually, you can see how it might cause some problems if the paychecks of hundreds of thousands of workers simultaneously are withheld. It has an economic impact on DC, in addition to the personal impact of not having access to $$$ that you might be counting on.
