There are witnesses but I don't know what to think at this point. The fact that he's not being charged or detained (at least at the moment) is curious.

Thy better have a damn good reason or there will be riots, garanteed. So many senseless murders in New Orleans, they finally have one on video, the shooter turns himself in, and they let him go!? Something doesn't add up. Either the narrative is completely wrong (they had the wrong guy) or this guy is seriously connected.
