So many to choose from obviously, but my clear #1 wasn't even filmed in America....
I'd have to go with John Woo's "Hard Boiled".

I can't really say just one. As far as action movies I personally enjoyed that impacted my childhood:
Robocop
Predator
Terminator 2
The Rock
Blade
The Matrix
I'm sure there are better movies out there, but these are my favorites.
