Wins lottery twice in one day

"Customers at a California mini mart in Modesto are buying up scratch-off tickets like never before.
One of the store's regulars beat the odds: He won the lottery, not once but twice in just a matter of minutes.
"I play every day, every day," said Joseph Trancoso, a friend. "It couldn't have happened to a better guy."
Lakhvir Singh, manager of the Fast Mart, said he sold the winning ticket to Rodney Meadows last week when Meadows stopped in to pick up some $30 scratch-off tickets while running errands.
"It's amazing and unbelievable," said Lakhvir Singh, manager of the Fast Mart.
"He went outside to scratch it, came in and I was like, 'he won big,'" said Singh.
Meadows won $1,000 on the first try, so he decided to play again.
"He bought the last three and the third one that was the $10 million," said Trancoso. "I can't even believe what 10 million looks like."

Anyone know how much store owners pay for a roll of scratch offs? assuming it had several winning tickets $50-500, wouldn't the wins be more than the cost? There has to be some sort of rule on owners just scratching off and giving to winning tickets to a family friend or something. Or do the winnings come from the stores wallet?

A roll may be worth more or less in winnings than the cost of the roll. Owners can scratch off all they want, but will have the same odds of winning/losing as anyone else.

Yeah but if you figure how many tickets are in each roll, if you were to scratch off every single one, the chances the winnings are more than the roll itself have to be pretty good right? I've never bought a scratch off in my life and never will so I'm not very knowledgable on the subject

Thing is, the scratch offs don't even have to be scratched off to know if it's a winning ticket or not, do they? Just a scan of the bar code tells if it's a winner or not.

Can they only be scanned once so that an owner couldn't turn around and only sell losing tickets?

I'm sure this is the case. I can't imagine them being able to be scanned multiple times. But, hell, if you can scan it, and sell it to someone for a percentage of the winnings, that wouldn't be a bad deal.

There's some numbers under the part you scratch that they have to enter after they scan it. You would have to at least scratch where those numbers are to find out if it's a winner.

I love wasting money on eating out, tobacco, and gambling. Somehow I haven't crossed the line into the world of scratch offs, it seems right up my alley.
Think I might try it out tonight. What is the standard dose? 1-2 tickets at a time or a fixed $$$ amount like say $20? Also, is it amatuer hour if you scratch them at the counter? Do people scratch in their car or wait until they get home so they can pour a nice bourbon and fire up a stogie while they scratch?
