FAST Act 2017

the FAST Act modifies some requirements of the Interstate System Reconstruction and Rehabilitation Pilot Program, which allows tolling an existing Interstate highway to finance needed reconstruction or rehabilitation. Specifically, it sets new time limits for an applicant to move from a provisionally-approved application to a complete application that fully satisfies the program’s eligibility and selection criteria, complete the environmental review and permitting process under the National Environmental Policy Act, and execute a toll agreement with the Secretary. States for which FHWA had provisionally approved an application prior to enactment of the FAST Act have a one-year time limit, while provisional approvals subsequent to enactment of the FAST Act will have a three-year time limit. The FAST Act also gives FHWA the authority to extend either of these limits by an additional year if certain conditions in the statute are met.

This isn't like the tollways here in DFW. We have enough money everywhere to pay for anything we want.

The gas tax has not be raised since 1989. What good or service can you think of that you consume that hasn't been adjusted for inflation or costs?

When it is broken down to the driver, it would cost about $230/year for a person driving an F150 if the gas tax was raised $0.23/gal.

That would create about $600M in revenue for the state of Louisiana to allocate only to transportation and infrastructure.

Let's compare Louisiana to Texas. Texas' budget for engineering contracts for the year is north of $1B. That's just design of projects--not construction. Conversely, Louisiana's budget for contracts and engineering is $60M.

The state of Georgia is just now reaping the benefits of approving a gas tax increase and they now have so much revenue they need private firms to help manage their program.

Louisiana will forever be in a financial quagmire with regards to infrastructure unless new tax revenue streams aren't generated. The gas tax hike was an all for one, one for all way to get a massive boon in tax revenue to fund our infrastructure needs. Our legislators failed us.

When the CCC had a toll, it was able to provide for its own maintenance, maintenance crew, patrol division, and engineers without a dime from state and had a surplus.

Take away the toll, and the already stretched thin state bridge budget can't cover the cost of yearly painting it.


I'm fairly certain that every Nola area toll had at least one instance of fraud.

The one on the westbank of the MS was being robbed blind for years.

From what I understand in the past the people in charge of the toll roads that we do have now have never lived up to their original promises.

I have been preaching this for the last few years until I think my teeth were bleeding at one point. Nobody wants to hear it. Nobody wants to be educated. There is something real sad to be said for people who refuse to allow themselves to be educated. Nobody wants logic, they just want to complain.

They'll have their chance, at least for the next 8 or so years.

How much of the revenue generated from the existing gas tax has been squandered and otherwise pissed away??

Raising the gas tax was a painless, everyone-contributes solution to the problem. But in this state, there is a pre-built wall of NO when you talk about raising taxes. I'm a conservative myself, but when I hear that there is a proposal to increase revenue and it's sole purpose is to be allocated to funding infrastructure and transportation projects I am all for it.

There are even two bills attached to the gas tax hike that would add accountability to the DOTD. Not that they are to blame. They are just working with the revenues they have, which aren't much.

Over 70 million dollars was taken from the gas trust fund to fund State Police. Does that tell you something?

You can not just look at the gas tax and our highways as a stand alone problem, not when for the most part the same taxpayers pay the gas tax as well as the sales taxes and income taxes.

If the state can afford to give yp 150, 180 and over 200 million a year in revenues to buy business from the film industry it tells me we have more money than we need.

When you read that our nursing home industry influences our state legislators and our governor to provide for more nursing home care to the tune of 200 million plus a year than our sister states, then that tells me we have more money than we need.

We are not a rich state, but our gas tax is the same as Texas. We should be able to operate well with that don't you think, but we all know we can't. We need twice as much on a gallon of gas because we have so much inefficiency, waste and abuse to cover.

I'd go along with a gas tax increase if they lowered taxes elsewhere and cut out the favoritism and special programs which cost the general fund millions.

Partially incorrect.

I-95 in Delaware is a toll road. As is a good portion of I-95 thru New Jersey from Exit 6 and north. I-95 in Baltimore has express lanes for a toll. I-75 in Florida (Alligator Alley)

I-10 West in Houston (Katy Freeway) has a toll lane you can take if you don't have enough passengers to qualify for HOV. The rate even adjusts based on traffic volume.

You aren't wrong in that those groups will reap some benefit, but before major improvements are made to the highways and bridges, those same groups will be involved. Do you think something is just going to shite another Miss. River Bridge? It's going to have to be designed and built and nobody on this earth is going to do it for free. Money is going to have to be collected from somewhere BEFORE that bridge shows up. Where do you propose it come from? I can tell you, no matter what you cut out of the budget, that kind of money is not there.
