That brings to mind the look of an "infomercial doctor." The ones in workout/diet plan/weight loss pill/juicer ads, wearing a doctor costume but never actually saying they are a doctor.

It was this awesome hole in the wall sports bar. Opened at 6 am every day and served cheap but good breakfast and alcohol. Popular with shift workers and old retired men who wanted to sit and drink coffee (or beer or both)and shoot the shite with other old men up that early at a sports bar.
It's still open but the people I work with now mostly all have kids and can't go drinking after work.
But yeah....always a ton of nurses there every day.

This. The entire office staff at my dentist, optometrist, and most of my doctors' offices wear scrubs, whether they're nurses or receptionists. I've even seen daycare workers wearing scrubs. As long as there aren't stains on them, it doesn't bother me.
Now as to your friend that you know had just come from work at a hospital, maybe he changed into clean ones right before he left, and that's all he had in his locker.

It's funny that this bothers people. Yes, if there is blood or other fluids on their scrubs, they should change. Otherwise, get over it.
Those that think they are too lazy or trying to brag? Give me a break. My husband will pretty much only wear scrubs out if he's on call. You think he wants to be on call? No. Trust me, he's miserable.

Most of the people wearing scrubs for a work uniform hardly ever come into contact with body fluids or anything infectious. And the ones who do, who work at large hospitals with OR's and critical care units have vending machines to replace their dirty scrubs anytime they feel like it. So you have no idea if they are "dirty" or not.
What does it matter if the 20 something girl at the front desk who verifies your insurance wears her scrubs out to eat? She's not "dirtier" than your typical secretary, and is much "cleaner" than any blue collar worker.
Physician lab coats are a completely different story. They are generally disgusting.

I typically change into the hospital's scrubs I'm working at that day, and take them off before I leave.
But I show up in my own clean scrubs and leave in my own clean scrubs.
Also, surgeons, scrub techs, surgical nurses, etc, all wear sterile gowns that cover basically their entire body. There's absolutely nothing unclean about their clothes underneath.
