Who cares. If I worked in a hospital and was gonna go meet friends for dinner or drinks, I would change either. Stop worrying about how other people dress and just do you

There IS a reason to change, particularly if they don't wear any other barriers.

OSHA dictates that medical professionals wearing scrubs in treatment MUST change prior to leaving the office.

Now, they can and often do change into other scrubs.

No ifs, ands, or buts.

I don't work at a hospital but I wear scrubs out to restaurants and stores all the time. They are very comfortable!
