The elementary school down the street has a 15 or 20 mph zone in front of the school where the kids cross the street and a 30 mph zone on the road behind the school where the busses and teachers enter. Maybe it depends on the type of school traffic.

Likely not one answer to this. In general, school's that have a higher rate of pedestrian activity are going to be the 15 mph or 20 mph zones. If the school is on, or just off a highway, with little to no ped activity, you might see a higher speed limit.
The real issue is our poor choice of school location. There is no good reason to place schools on highways. Sure, they are easier to get to...sometimes, but you also increase the number of wrecks, discourage kids walking, etc.

I kind of noticed a correlation to slower speeds being around schools with younger children where as high schools seem to have a slightly higher zone. At least in the areas I have driven through on a regular basis.
I am sure there and multiple ways they decide just like anything else that is set by any type of govt system there can never be an easy straight forward way to do things

I believe they are generally the HIGHER of:
1) 20 MPH
2) 20 MPH less than the normal speed limit in that stretch of road.
So if the speed limit is normally 60 MPH, the school zone would be 40 MPH.
I've seen some school zones that are 45 MPH because the regular speed limit on that stretch of road is 65 MPH. This is usually in rural areas on US highways.

White schools are generally 35.

School speed limits are obviously determined by the racial make up of the schools.

They're like 20 by my house. And I always get stuck behind the school bus and the kids take forever to get off.

Its 25 mph when the lighs are blinking here. whether it's on a busy highway or on a slow Street.
