Whipping their asses went the way of personal responsibility. Long gone.
These kids have no fear. Fear is order though.
I've told this story but it bears repeating. I was working in an elementary school for a project in college. A rather unruly kid told me he was going to bring a knife to school and kill me after I told him to stop misbehaving.
Since I wasn't getting paid I leaned over and quietly told him that if he brought a knife to school I would spill his guts on the floor so he could see them before he died. He fell dead silent for a while and then became compliant.
When I didn't fear him I made him fear me. He ended up being a good kid in class. I hope he learned to respect others in the process and that you can't go through life being a jack wagon all the time.
ETA: The alternative was to tell him to "stahp playin' mayne" or to narc on him. Frick that noise.

I thought about it but knives in school are against the rules. I don't break the rules most of the time.
ETA: I'm also not experienced gutting fish as we only fillet fish we catch here. It would have been messy.

I did not say associate or hang out with. But to answer your question, Troubled, sometimes downright antisocial, Kids and teens who behave disrespectfully, idiotically, stupidly, etcetera, most of whom are either from very troubled backgrounds, have parents who lack basic parenting skills, or both. Many don't receive proper consequences despite repeated arse whippings. I also deal with those who are quite violent and would not think twice about throwing that chair like he did not.
