I'm going to vote for East Carroll.

Truthfully, it might be awesome but it doesn't seem like there's much there.

You have it backwards. Given what the rest of Louisiana is (south Arkansas inbred with east Texas), it's Orleans Parish that's "irrelevant."

Even people from Alexandria/Pineville think Grant Parish is boring and full of hicks. That makes it the hands down winner. Also they have the gathering of trash known as Mudfest there if I'm not mistaken.
