I was going to talk shite about how poor Morehouse Parish is and that the roads suck, but the waterfowl hunting makes it one of the most relevant parishes in the State.

Allen Parish is my final answer.

Tensas and East Carrol come to mind.

Cameron parish has the second lowest population, but it is somewhat culturally relevant compared to the others.

Seriously though, Oberlin as the Parish seat? I think Hornbeck, LA may be bigger than Oberlin.
