The only time during which Pascagoula was part of Louisiana was for one year in 1811 before Louisiana was even a state.

Madison Parish is on par with Tensas Parish. At least Tensas Parish has Lake Bruin. Madison Parish could be the arm pit of Louisiana.

If the depending factors are on:
a) poverty

then,

3. Allen (sorry, Oberlin is parish seat)
4. Cameron
5. Tangipahoa
6. Madison
7. Vernon
8. Beauregard
9. East Carroll
10. Tensas
11. Morehouse
12. Sabine
13. Plaquemines
14. Jackson
15. Vernon
16. Calcasieu
17. Vermillion
18. Webster
19. Claiborne
20. Catahoula

Sorry man, any Parish that borders Arkansas other than Caddo Parish gets my vote for most insignificant Parish.

Ouachita and for that matter, surrounding rural parishes, have more money than you know what to do with. Franklin Parish, for one, is richer than most of the entire state. COTTON.

Wasn't one if them featured on cnn a while back. As having the highest income gap between rich and poor. Basically calling it modern slavery in terms of economics.

Allen Parish has the best casino in the entire state.

All of the events, concerts, famous people performing there is impressive.
